Abstract (croatian) | One of the priorities of the European Commission for the following period is the development and integration of open science policy, which will “improve the quality, efficiency, and responsiveness of research” (European Commission, 2021).
Over the years, various institutions and initiatives in Croatia have promoted openness and built support for open science. Based on these efforts, on September 3rd, 2021, SRCE, together with 17 prominent national institutions with an active role in open science, officially established the National Open Science Cloud (NOSC) Initiative named “Croatian Open Science Cloud Initiative” (abbrev. locally HR-OOZ Initiative). The aim of the HR-OOZ Initiative is to build a modern, high-quality, internationally relevant, and competitive science system based on the principles of open science, which is harmonized and connected with the European research area (ERA) and relevant European initiatives.
The Initiative gathered, representatives of key stakeholder groups: research performing organizations (RPOs), research funding organizations (RFOs), research supporting organizations, and policymakers.
List of RPOs that joined the Initiative includes all public universities and also the Croatian representatives and national coordinators of European Research Infrastructure Consortium (ERICs): Institute of Ethnology and Folklore Research (DARIAH), Faculty of Humanities and Social Sciences of the University of Zagreb (ESS, CLARIN and CESSDA) together with Ruđer Bošković Institute (CERIC,).
Besides SRCE, which is the main e-infrastructure and data services provider for the Croatian science and higher education system plus the national Research Data Alliance (RDA) node and the NI4OS-Europe project partner, the main research funding organization in Croatia, Croatian Science Foundation, also joined the Initiative, together with – the Ministry of Science and Education of the Republic of Croatia and the National and University Library in Zagreb. The inclusion of representatives of all stakeholder groups will ensure wider acceptance, impact, and sustainability of the Initiative's results.
HR-OOZ Initiative will act through the Council of the HR-OOZ Initiative, body responsible for the management and coordination of the HR-OOZ Initiative. Members of the Council are heads of contracting parties or persons authorized by them to represent the institution in the Council.
Among various tasks, the main goals of the Council are establishing the governance structure and technological principles of the HR-OOZ and drafting the proposal of the National Plan for Open Science. To achieve the aforementioned goals, the Council of the HR-OOZ Initiative set up two task forces, one for drafting the proposal of the national plan and policies for open science and the second for defining the structure and principles of HR-OOZ.
While the HR-OOZ Initiative will create legal and organizational preconditions for building a national open science cloud, SRCE, together with its partners in the ongoing strategic project Croatian Scientific and Educational Cloud (HR-ZOO) is building a new generation of e-infrastructure for advanced science and modern education, providing the Croatian scientific and academic community with advanced computing, storage resources and network connectivity for a longer period of time. HR-ZOO project and HR-OOZ Initiative are two complementary activities, which, when completed, will result with the creation of a fully functional national open science cloud in Croatia.
